Andover Town Council Meeting – Wednesday 28th May 2014

Andover Town Council met at The Guildhall in Andover at 7pm on Wednesday 28th May 2014. Members of the public are welcome at the meetings.

Current chairman, Geoff McBride (GMB) opened the meeting at 7pm, prompt, and took the meeting directly to the first item.

1. ELECTION OF THE CHAIRMAN

GMB called for nominations.

Andy Fitchett (AF) nominated Geoff McBride

Zillah Brooks (ZB) seconded the nomination.

No other nominations were brought forward and no vote was taken.

2. THE CHAIRMAN TO MAKE THE DECLARATION OF ACCEPTANCE OF OFFICE

GMB Read out and signed the Declaration;

I Geoffrey McBride, having been elected to the office of Chairman of Andover Town Council declare that I take that office upon myself, and will duly and faithfully fulfil the duties of it according to the best of my judgement and ability.

I undertake to observe the Code as to the Conduct which is expected of members of Andover Town Council.

4. CHAIRMAN’S REVIEW

GMB thanked the staff, Wendy and Mary and the wardens and volunteers and also Councillor Nigel Long, who has also helped out Andover Town Council with the Christmas Lights. GMB said there had been a lot of work to do over the year and a lot of the Councillors had assisted. GMB spoke about the introduction of the Andover Youth Council and also thanked Darren Henry for his help, who was seated in the public area. GMB said AF had potentially had an even busier year than himself, and often called him up to ask him to sort things out. GMB also quipped it was ‘Good to have God on his side’, which raised a laugh and a raised eyebrow from AF. GMB corrected himself with a ‘Well his representative anyway’.

GMB said that the appointment of the Andover Town Centre Manager had been done with the help of Andover Town Councillors, along with many other exciting projects.

GMB said that 2014/15 was an election year and he implored the councillors to not ‘switch off’ and to keep working hard, GMB said that purdah does not start until 6 weeks before the election and it was important to keep going forward until then.

GMB asked the councillors to ‘play nicely’ during the election, he said to play fair, play cricket and keep the campaigns clean.

GMB thanked the councillors for their support over the last year.

GMB handed over to Barbara Long (BL) who told the room that lots of work had been put into the boundary signs that would be put up around Andover. BL said that the design had been agreed and were currently being printed and made. BL held up a poster of the design and then told the Andover & Villages photographer that they could not take a picture of the design and the public would be told about it via Test Valley Borough Council in due course.

5. ELECTION OF VICE-CHAIRMAN

GMB called for nominations.

Karen Hamilton (KH) nominated Veronica Pond (VP)

KH said that that VP had been dedicated to her Town Council role and was always striving to support the Andover residents.

Steven Hardstaff (SH) seconded the nomination.

The nomination was carried.

Outgoing Vice Chair, AF addressed the room and said he would like to thank all of the councillors and specifically Brian Page (BP) for nominating him for Vice Chair the previous year. AF said it had been a privilege to take on the role, but it was time to take the foot off the accelerator in many aspects of life, and he was looking forward to seeing his wife more. AF said he had to run away to a church meeting and not because he was upset.

VP took Andy’s seat next to GMB.

6. VICE CHAIRMAN TO MAKE THE DECLARATION OF ACCEPTANCE OF OFFICE

VP read the declaration;

I, Veronica Pond, having been elected to the office of Vice-Chairman of Andover Town Council declare that I take that office upon myself, and will duly and faithfully fulfil the duties of it according to the best of my judgement and ability.

I undertake to observe the Code as to the Conduct which is expected of members of Andover Town Council.

VP addressed the room and said she would keep what she had to say short and sweet. VP said that she would assist the Chairman and would deputise as and when necessary.

7. MINUTES

The minutes of the Council meeting 24/04/14

BL asked for a couple of changes.

BL proposed the minutes be passed.

KH seconded the minutes.

8. APOLOGIES FOR ABSENCE

Apologies were received from Phil North (PH), Ron Khuman (RK) and Barbara Carpenter (BC).

GMB said that he had received communication from RK requesting that he receive dispensation until he can return to his duties.

9. PUBLIC PARTICIPATION

GMB handed over to the public area where 4 members of the press, Deputy Mayor, Iris Andersen, Darren Henry, Councillor Nigel Long and Mr Hamilton were sat and asked if anyone would like to speak, adding 3 minutes per question would be allowed.

10. DISCLOSURE PECUNIARY INTERESTS AND NON-PECUNIARY INTERESTS

None

11. AUTHORISATION OF THE CLERK

Proposed by SH

Seconded by David Drew (DD)

All in favour.

12. APPOINTMENT TO COMMITTEES

VP asked that she be added to the Amenities committee, because she attended all meetings regularly and is on the working parties.

SH proposed

KH seconded

All in favour.

13. REPRESENTATION ON OUTSIDE BODIES

GMB said that he would continue to be a member of Andover Vision.

GMB said that Katherine Bird (KB) was on the Test Valley Association of Town & Parish Councils, but there was a second place available to Andover Town Council. GMB asked if anyone else could attend the meetings. BL volunteered.

KB said that GMB wasn’t always able to attend the Andover Vision meetings and suggested he have a ‘2nd’ to replace him if he couldn’t go. GMB pointed out that he had only missed one and, if he could not attend, he would ask the Vice Chair to attend.

Wednesday 11th June 2014.

GMB closed the meeting.

Andover & Villages Ed Comment

Andover & Villages attended this month’s Andover Town Council meeting, despite pressure from two of the Andover Town Councillors to stop reporting on, and taking pictures of, the meetings. It was suggested to AaV by the Liberal Democrat Councillors that not everything that happens in the meetings should be reported, going so far as to address AaV directly during the meeting(s) to state what can and cannot be shared on publication.

The Andover & Villages Andover Town Council meeting reports are an accurate reflection of what happens in the meetings and are published to inform and illustrate the inner workings of local government. AaV will continue to report on these and other local government meetings to keep Andover and its Villages informed.
