The John Russell Fox Inn, better known as Wetherspoons, in Andover submitted a planning application to Test Valley Borough Council to ‘Change use of public highway to create external seating area’ which would have allowed them to place three tables, twelve chairs and a Screen System in the George Yard walkway.
The application showed drawings that placed the tables, chairs and screening placed to one side of the the double doors at the side entrance to the public house.
However, Sarah Appleton from the planning department at Test Valley Borough Council has branded the application invalid, adding the following note to the case file;
‘The applicant has signed Certificate B on the application form but has served notice on Test Valley Highways, Beech Hurst, Andover, which is incorrect. After confirming with highways, the owner of the site s the Highways Authority at Hampshire County Council, Winchester. As the application has been incorrectly served, the application is invalid.’
